Maryland Communities: It's Your Time to Build.
The Maryland Community Investment Corporation (MCIC) was created by Governor Moore’s administration to spark equitable investment in underinvested communities.
We connect grassroots organizations, local community development leaders, and innovative developers to meaningful funding and technical assistance—especially through tools like the New Markets Tax Credit (NMTC) program.
Together with our partners at the Neighborhood Design Center (NDC) and Community Development Network (CDN), we’re building a pipeline of community-led projects across the state.
What We Invest In
MCIC supports real estate projects that deliver real impact, including (but not limited to):
Healthcare & Wellness: Health centers, clinics, and community health hubs.
Education & Childcare: Charter schools, vocational training centers, and childcare facilities.
Community Spaces: Community centers, museums, performing arts venues, and arts/cultural hubs.
Food Access & Social Services: Grocery stores in food deserts, food banks, homeless shelters, and workforce training hubs.
Economic Development: Retail centers, mixed-use buildings, entrepreneurship hubs, and small business incubators.
Manufacturing & Production: Light manufacturing, food production and distribution, and green manufacturing.
Infrastructure & Innovation: Transportation hubs, renewable energy facilities, and community development centers.
Faith-Based Community Services: Secular, community-serving facilities sponsored by faith organizations.
If you’re planning or currently working on a community-focused real estate project, we want to hear from you!
Who Should Join the Conversation?

Nonprofit Developers — Building spaces for community-based organizations, educational and healthcare nonprofits, and faith-affiliated groups.
Mission-Driven For-Profit Developers — Specializing in adaptive reuse and community revitalization, with a focus on minority-owned and locally rooted firms advancing equitable development.
Local Cultural Leaders & Anchor Institutions — Developing museums, cultural centers, and performing arts venues that strengthen neighborhood identity.
Industrial & Commercial Developers — Delivering projects that create jobs, expand food access, and support local entrepreneurship in low-income communities.
